South Florida East Coast Corridor Transit Analysis

Gannett Fleming conducted a study of various alignments and transit technologies through an extensive analysis and public outreach process for this project, which concerns the evaluation and development of alternatives that potentially integrate passenger and freight transport along the South Florida East Coast Corridor (SFECC). Our firm evaluated right-of-way on streets and areas parallel to the SFECC and stretches of waterways for alternate transit routes.
Our firm considered various technologies, including bus, waterway transit, light-rail, commuter-rail, and heavy-rail. As part of the process, our firm completed a Tier 1 Draft and Final Programmatic Environmental Impact Statement (EIS). Our firm assessed regional corridor impacts through extensive Geographic Information Systems analysis, and supplied documentation consistent with the National Environmental Policy Act (NEPA).
This project represents the first time that the Federal Transit Administration (FTA) reviewed and approved a Tiered PEIS and Alternatives Analysis for a transit corridor. Our firm prepared this comprehensive document according to NEPA’s requirements, the FTA and Florida’s Efficient Transportation Decision Making process, and by following Florida Department of Transportation (FDOT) guidelines. The DPEIS for Tier 1 of the study lists 38 possibilities for transit within the three counties and the no-action alternatives.
