Capital Area Transit (CAT), the provider of transit services to
the greater Harrisburg, Pennsylvania region, is proposing construction
of a regional rail passenger system. The project, known as Corridor
One, seeks to implement regional rail service along existing rail
facilities within south central Pennsylvania, linking the city
of Lancaster with the city of Harrisburg and the West Shore communities
of Cumberland County. The purpose of the project is to provide
improved mobility and accessibility for people and goods within
this major residential and employment corridor.
The project involves development of a 41-mile passenger rail service,
extending from the Amtrak-owned station at Lancaster to a newly
proposed station east of Mechanicsburg Borough as the western terminus
of the line. The eastern portion of the project from Lancaster
to Harrisburg will utilize existing AMTRAK Keystone Corridor rail
lines, while the western portion from Harrisburg to east of Mechanicsburg
will operate along existing Norfolk Southern freight right-of-way.
The proposed regional rail system would include eleven passenger
stations; six AMTRAK-owned stations between Lancaster and Harrisburg
and construction of five new stations between Harrisburg and east
of Mechanicsburg.
CAT has contracted with Gannett Fleming to lead the preliminary
engineering and environmental studies phase of the project. This
phase will evaluate station location and design, overall bus/rail
operations, rail technology, and system administrative and financial
management. Gannett Fleming, on behalf of CAT, is also leading
negotiations between Amtrak and Norfolk Southern regarding shared
use of track, dispatching, equipment, and operation of the proposed
regional rail service.
